The Tigers want war; but they want it on their own terms - just as in late 2001 they wanted not only an absence of war but also an absence of war the Tiger Way. Ranil Wickremesinghe obliged the Tigers by playing their game in his pursuit of peace. His mistake was not working for a ceasefire but failing to realise how badly the Tigers wanted a ceasefire just then, in the aftermath of 9/11.

If he understood and capitalised on this reality he could have driven a harder bargain with the Tigers to the benefit of both Sri Lanka and the Tamil people. He did not, and the result was a ceasefire and a peace process which turned both the Tamil people and the state of Sri Lanka into Tiger captives.
