Tigers open up new satellite radio station from Vanni

Colombo, 05 March, (Asiantribune.com): Pulikalin Kural (Voice of Tigers, (VoT)) -- the official radio station of the LTTE -- was launched yesterday in Vanni, Sri Lanka using the Intelsat 12 satellite (Europe* Star1). The Tigers now have the best technology to broadcast to Europe and South Asian countries from Vanni.

The technical equipment and the licensing of this station was originally approved by Ranil Wickremesinghe and Bradman Weerakoon under the Ceasefire Agreement.

VoT will be the latest link in the world-wide network of Tiger propaganda through various radio, TV and print media. The global network of Tiger propaganda units (see below) has been a vital front in the Tiger battle against the Sri Lankan government. Sri Lankan government does not have any media instrument to match this propaganda arm of the Tigers. Tigers have always been one step ahead of the Sri Lankan government's feeble attempts to issue press communiqués through its diplomatic missions abroad.

According to pro-LTTE news websites VoT will broadcast two times a day : 1) between 6:30 a.m and 9:00 a.m., local time, and (2) between 6:00 p.m and 9:30 p.m.

Tiger sources in Kilinochchi said that Tamil radio stations in Europe will rebroadcast the VoT at specific times to the expatriate Tamils in European countries, Intelsat 12 satellite is linked to National Television of Tamileelam and as well as VoT. Both will operate on the same frequencies and will be hosted by them.

Anyhow, Pro LTTE websites in their news report about the launching of the satellite broadcast carried a misleading statement stating that “The radio service will use similar frequencies used by the National Television of Tamileelam (NTT), using ‘Eurostar’ at 11.506 GHz symbol rate 2894, vertical polarization, the media unit .

However, Intelsat 12 satellite link clearly shows that National Television of Tamileelam and as well as Pulikalin Kural is with the same frequencies are hosted by them. http://www.lyngsat.com/intel12.html

VoT earlier was a clandestine radio. It was given a license to run as a FM broadcasting station from Vanni by the Sri Lanka’s Ministry of Mass Communication on November 11. 2002 in terms of Section 44 of the Sri Lanka Broadcasting Act No.37 of 1966. Under this provision the holder of the license - i.e, the LTTE Peace Secretariat - is subject to specific conditions regarding the content and manner of their broadcasting.

In legalizing this radio channel, Ranil Wickremesinghe, the then Prime Minister, wrote (3rd, January 2003) to the then President Chandrika Kumaratunga saying that this new dvelopoment should be placed in the context of a positive developments towards a permanent peace in Sri Lanka.

Earlier, the containers of radio broadcasting equipment consigned to the Embassy of the Royal Norwegian Government in Sri Lanka was cleared on the instructions given by Bradman Weerakoon, Prime Minister's Secretary. It was received and cleared from the Port of Colombo on 26 November 2003, without payment of customs duty for the use of the Vanni Tigers.

In the letter to the President of Sri Lanka, Ranil Wickremasinghe, justifying the free import of radio equipment for the Tigers, wrote, “Although one unit of V SAT communication equipment of value US Dollars25,000. was listed in the list of items to be imported by the LTTE, and although the Government statement of December 28 presumed that it had been brought in with the FM radio equipment consignment, I am now informed both by the Customs and the L TTE Peace Secretariat, that this unit (for which clearance had been approved by the TRCSL) was not shipped from Singapore and has not in fact been brought into the country.

He added in that letter, “In this regard you might remember that the National Communication Policy, which was approved by the Cabinet on November 13, 2002 refers to the liberalization of VSAT transmissions in the future in view of the well known fact that information communication technology has been very rapidly evolving across the world.

He further wrote “This will mean that in future any person could import V SAT equipment with the approval of the Telecommunication Regulatory Commission (TRC). The up- linking frequency would of course need to be assigned by the TRC.

But now it is not clear that the LTTE Peace Secretariat which was given the license to run FM radio station – Pulikalin Kural (VoT) --had imported into Sri Lanka legally VSAT equipment to uplink its radio with Intelsats 12 satellite.

However, it is still unclear whether Pulikalin Kural license holder received authorization from Sri Lanka’s Telecommunication Regulatory Commission to link the Pulikalin Kural with Tigers' National Television linked to Intelsats 12 satellite.

Furthermore, it is intriguing to note how Intelsat Ltd, agreed to accept the Tiger-run National Television and Pulikalin Kural broadcast with its Intelsat 12 satellite when the Tigers are banned organization in USA, Canada, India and in all the 25 countries in the European Union.

It is up to Intelsat Ltd., to clarify how it has linked with a banned terorists organisation violating both international and national laws. Sri Lanka Telecom is one of the shareholders on the Intelsat Ltd. Has the new adminstration of President Mahinda Rajapakse approved VoT and its links Intelsat 12 satellite?

Intelsat, Ltd., is the world’s largest commercial satellite communications services provider. On July 18, 2001, Intelsat became a private company, 37 years after being formed as International Telecommunications Satellite Consortium (INTELSAT), an intergovernmental consortium owning and managing a constellation of communications satellites (Intelsats) to provide international broadcast services.

According to Investor list of Intelsat Ltd., there are two shareholders from Sri Lanka.

They are -

Sri Lanka Telecom with 0.257036 % share and

MS Electroteks with 0.00023 % share.

The Sri Lankan government has never been able to match the Tiger propaganda arm. The main reason for that is the global network listed below:
