[b]Lamka , 01 February, (Asiantribune.com):[/b] The North East Council is readying itself to face the challenge of the North East Region, ‘Vision 2020’ through which projects it hopes to uplift the region within 15 years starting this year.

In a meeting concluded on Saturday at Kaziranga National Park, NEC member P.P. Srivastav informed the people that had been responsible for drawing up the NER Vision 2020, Centre for North East Studies and Policy Research, that the restructured NEC had taken upon itself the task of drawing up a time-bound action plan for the North East Region with a paradigm shift in the planning process.

"The public perception of Government plans is that it is not theirs and that the common man has little stake in them. Such a situation is paradoxical in the region where the local communities have age-old traditions of participative democracy that are still being practiced. We have therefore; found it necessary to shift the paradigm in the planning process. The essential element of this is the meaningful involvement of the various sections of society in the entire planning process, right from the formulation of plans through their implementation to monitoring and evaluation. Such a bottom-up planning procedure is what the NEC will be trying to do in the next fifteen years," Srivastav said.

He addded that the government is the servant of the people and that the people are the masters. "This needs to be emphasized to the people," he said.
