IMPLENTATION OF THE RECOMMENDATIONS OF LLRC

LLRC has lived up to the expectations of all Sri Lankans. One weakness highlighted by the LLRC is the limited progress in implementing its interim recommendations.

The Department of Government Information in a Press Release mentions that the Inter Agency Committee (IAC) chaired by Attorney-General Mohan Pieris, established to facilitate the implementation of the Recommendations of the Lessons Learnt & Reconciliation Commission (LLRC) met the Members of LLRC on Friday, 10th December 2010.

The parties have agreed that avenues afforded by the widespread availability of communication technology throughout the country will be utilized, to enable the next of kin to be kept continuously informed of the whereabouts of those detainees who are family members. However, the Lankapuvath news report did not mention any IAC website listing the recommendations implemented so far and a search did not indicate the availability of such a website.

The recommendations in this exhaustive report cannot be implemented without quantifying them and adapting a systematic approach to list the recommendations and indicate the extent of the implementation using a scorecard. I suggest the strengthening IAC with a representative from ICTA and a Director General. The high quality of the LLRC report, familiarity with the subject and the ability to arrange liaison meetings between members of IAC and LLRC; makes the Secretary of LLRC - Mr S B Atugoda, a good choice to be the Director General of IAC.
