The dilemma that is India in Sri Lankan politics and the threat to democratic leaders of India and Sri Lanka from the LTTE

By Sudath Gunasekara - President, Senior Citizens Movement, Mahanuwara

I thought it appropriate to pen these few lines on the eve of the Presidents visit to India as once again the Indian ghost of expansionist politics has begun to hover over the Sri Lankan skies. The latest development on this aggressive and comic drama took place when the Indian Foreign Secretary Shiva Shankar Menon met the Sri Lankan President on 23 rd to convey India’s "deep concern and anguish on the deteriorating political situation and violence against Lankan Tamil."

It may be noted that these developments took shape on the verge of threats from the Tamil Nadu Chief Minister Karunanidhi, Vaiko (MDMK) and S Ramadoss' PMK, (both members of India's ruling coalition) have threatened to topple and perhaps to outset the Dr. Manmohan Sing government unless appropriate steps are taken against the Sri Lankan government for the alleged military action against the Tamils in Sri Lanka.

Now look at the following piece of news reported in the ANI

Nov 25 (ANI): India is likely to tell visiting Sri Lankan President Mahinda Rajapakse for an "early and comprehensive political settlement of the Tamil problem”, when the two sides meet for talks next week.

Is this an "Indian political Tsunami" in the offing to in recent history? (The first one in1987 when India dropped parippu to Jaffna). This is clearly evidenced when we read that the Indian Foreign Secretary will be going through Chennai on his way back home to brief Karunanidhi on the ‘bullying’ he has done in Colombo.

Further they also have threatened to stage street protests against the visit of Sri Lankan President to India on the 27th to protest against the killing of innocent Tamils in military offensives in the island at the time of the Sri Lankan President on the 27. They never protest against the killing of other Tamil leaders, or innocent Tamils, Sinhalese and Muslims in thousands, the National leaders of Sri Lanka or even when Rajeev was brutally murdered in Chennai by the Tigers. What a shame and on these LTTE lackeys and anti Sri Lankan moronic maniacs?

Doesn’t this look ridiculous for the Indian government that boast so much to be the biggest democracy in the world to allow this kind of anti Sri Lankan actions and to send only a State Secretary to come all the way and try to dictate terms and conditions to the President of an independent sovereign State for taking few legitimate measures to safeguard the security of its people and the territory against a pack of brutal terrorists who have taken to arms to declared a war to overthrow the elected government of the country and create a separate state within the Island when actually what she should have done was to prevail upon the terrorist to give up killing and help the legitimately elected government to bring peace and sanity to this Island Nation. What right does India have to interfere shamelessly with the internal affairs of another nation? Don’t these blatant actions on their part once again clearly display the naked arrogance and the duplicity of the Delhi government towards its small neighbor states? Look at her relations with Pakistan, Bengal, Nepal. What does this mean if not it’s treacherous intension of bullying and threatening the independence and freedom of these countries on its rim land by throwing her weight about pretending to be the super power in South East Asia.

The whole world knows who really hatched and raised these ruthless murderer LTTE terrorists on the Indian soils and gave all the money, training, arms, ammunition and the moral and military courage to fight against the government of Sri Lanka when they fell out with J.R Jayawardhana after 1977 elections and also on the suspicion that his government was getting closer to USA. (Ironically today India is much closer to USA than even Sri Lanka)

The following few lines from J.N. Dixit who was then the Indian Ambassador in Colombo alone are sufficient to prove this historic conspiracy.

“India, I believe is largely responsible for Sri Lanka’s plight. India’s intervention transformed a domestic security problem to a regional crisis resulting in thousands of deaths over 25 years. Today the LTTE is included Rajeev a monstrous organization with tentacles spread all over the world. Its victims Gandhi, whose mother, Indira, played a despicable role in promoting terrorism. (J.N. on Indira)

"the two foreign policy decisions on which she (Premier Indira Gandhi) could be faulted are her ambiguous response to the Russian intrusion into Afghanistan and her giving active support to Sri Lankan Tamil militants (J. N. Dixit admitted in Makers of India’s Foreign Policy)

“Similarly, she could not afford the emergence of Tamil separatism in India by refusing to support the aspirations of Sri Lankan Tamils.

Sri Lanka was the major preoccupation of India’s foreign policy during the last two years of Indira Gandhi’s life (till 31st October 1984), Dixit wrote, adding, "India’s interference in Sri Lanka-I prefer to call it the Indian involvement there between 1980 and 1990." "Was India generating pressure on the Jayewardene government to meet legitimate Tamil aspirations, particularly during the 1983-1984 period? In her haste to teach Sri Lanka a lesson India allowed terrorists to play hell on her soil. Some of the guns, bombs and explosives were used in India. The blasts triggered by two suitcase bombs in August 1984 at Meenambikam airport in Madras claimed the lives of 30 Sri Lankans. It was one"

“Now let me briefly mention what he meant by pressure. India recruited, trained and deployed thousands of terrorists, released arms, ammunition, equipment and explosives, helped set up boat movements across the Palk Straits, introduced Sri Lankan terrorists to Palestinian terrorist groups and essentially provided a military capability to take the upper hand. When did India start helping terrorists? Did Indian help come after the July 1983 riots directed against innocent Tamil civilians?

Dixit has admitted India started meddling in Sri Lanka in 1980. Is this not enough to prove as to who was responsible for all the nefarious activities and killings by the LTTE in the following years and also to guess how old the Indian conspiracy against the Sri Lankan was and how deep and diabolical it was?

It is also an open secret that Rajeev Gandhi went to the extent of presenting his own bulletproof jacket to Pirapaharan, for him to “engage in organizing murdering in Sri Lanka to establish the Eelam, for which, sin of cause Rajeev paid dearly with his own life. Was it not a terrorist who gun down Indira as well? Isn’t this clear retribution for the sins these two arrogant and vindictive Indian politicians committed against this small nation.

As I have already mentioned in a previous letter to the Asian Tribune (10.10.2006) I wrote a letter to Rajeev Gandhi the then Indian Prime Minster on 4th July 1985 stating as to why he should not support the LTTE and in that very letter I predicted the murder of Rajeev, which of cause no body would have thought ever will happen. But today nobody doubts that it has actually happened.

Now today once again I predict for the second time that the same fate will befall the present Indian leaders as well, both in the north and the south, if they continue to do the same blunder of supporting these criminals, as Ghandis did, without using their heads, if they have any. Because however much you support them, the day you fail or the day they suspect you, they will be at your doorstep with their suicide bombs. So gentlemen use your brains and act wisely without being carried away by petty considerations of narrow and parochial politics and shallow emotions that will only ultimately bring doom to every body. You have only to take a look at the long list of political leaders already killed by this barbarian terrorist outfit to realize this reality and help yourself to read your own planets. (Rajeev Gandhi, Premadasa, Lalith Atulathmudali, Gamini Dissanayaka, Ranjan Wijeratna, Denzil Kobbekaduwa, Luxman Kadiragama, Amithalingam, Thiruchelvam, Dureiappa, Loganathan and the latest, Raviraj- to name only a few out of thousands of others who have been brutally murdered by them). So I strongly suggest that you go before a mirror and have a look at your own faces before you take the next decision to help these murderers and thereby commit aggression against Sri Lanka.

You help the Tigers today to carve out the North and the East of Sri Lanka as their ‘Traditional Tamil Homeland.’ I can rest assure you that tomorrow they will affiliate Tamil Nadu as the second annexure and day after, the whole of the Subcontinent of India as the third step towards the formation of their World Federation of Tamil EELAM that was supposed to have been there according to their “historians” in the distant past long before all the ancient world civilizations like Syrian, Assyrian, Mesopotamian, Egyptian and the Mohejodaro Harappa civilizations came in to being.

Having said that now I would like to draw the attention of our readers to a broader –a global aspect-of this Sri Lankan Indian conflict. The urge for the Indian government to interfere with Sri Lanka, I think arises on five grounds, namely,

1. Agitations by the Sri Lankan Tamils, 2. Agitations by interest groups within India led by the 50 million Tamils in the Tamilnadu, 3. International interventions. 4.Government of India’s struggle for political survival and regional domination and finally. 5. The weaknesses of the successive governments of Sri Lanka.

The root cause of Sri LankanTamil agitation lie in the inborn Indian mentality that dominates their ethnic psychology. Tamils in Sri Lanka think that India is their motherland and Sri Lanka is only the place for them to make a living. Although most of them have been living in this country for a considerable period of time, for all intent and purposes they still think and behave as if they are Indians and not Sri Lankans. They are only Eelamists living on the land of the Sinhalese. (It is interesting to note that the word Eelam itself is derived from the word Sinhale). They consider the Sinhalese as their arch-enemies.

The following statement attributed to Tamilchelvan by NDTV on the 23rd of Oct is a clear evidence of this inbuilt mindset that dominate their allegiance to India.

"They call themselves the forgotten people, their umbilical cord with Indian Tamils snapped." This shows how strongly they feel for India while trying to identify themselves as an ethnic group violently opposed to Sinhalese.

I don’t think there is any one, including Tamilchelvan, who does not know that not only his own but even the umbilical cords of their ancestors, for generations have been cut and buried on this soil. Still you can see where their allegiance rests. It is with a gang of such unpatriotic and ungrateful men of subversive, treacherous and traitorous mentality who claim for a separate state within Sri Lanka, India has so generously extended her hand in wedlock.

It is tragic that the so-called international agencies and NGOO, some of whom are supposed to be champions of human rights (as they consider only Tamils to be human in this context as they don’t consider the Sinhalese or Muslims as people who have human rights) add fuel to the burning fire by inciting and supporting the minority Tamils for secession.

Then the interest groups in India are of cause headed by the Tamil Nadu politicians who think that they have a god given right to interfere with the Tamil issue in this country. They little realize that their counterparts are living in another country even though it is only 22 miles away from its shores. They don’t understand that they are citizens of a different country. They also have failed to realize that the present day misery caused to these Sri Lankan Tamils was nothing but the curse created by their own friend- the LTTE.

I give below another glaring example of this Indian attitude, which is all out to support Pirapaharan to establish his EELAM on Sri Lankan soils.

An Indian official who has dealt with LTTE said Prabhakaran would keep fighting until he broke up Sri Lanka. 'Prabhakaran has exhibited in no uncertain terms that he has the will to fight,' the source said. 'He is fighting for his people, nothing is more important to him than that. The Tigers can never live with the Sinhalese. He will never give up.'

If that is the conclusion of this writer then, why Prabhakaran is killing Tamils? Does this writer know that Prabhakaran also kills all Tamils who don’t fall in line with his killing spree?

Thirdly the international intervention is mainly generated by their economic interest in the massive 800 million strong Indian markets. Some of them also have geopolitical interests for balancing regional power. Sri Lanka compared with India is a peanut for them. Also they want to keep Sri Lanka divided and politically destabilized to meet their own sinister ends like the sale of arms.

These international communities who comprise the industrialized countries also don’t like to see the less developed countries developing their economies. Therefore they like to keep them eternally poor and divided fighting either within their own countries or with others. That increases dependency and also guarantees the stability of the rich countries. Because, the riches of the rich depend on the poverty of the poor. So in order to keep this vicious circle in perpetuity the rich countries always try to use their economic and political power to keep them in an eternal state of poverty by various kids of pressures. Is it not exactly what Akashi is trying to do when he make the following statement after the Washington meeting? [23rd November 2006 - 10:00 S.L.T]

Speaking to the media after the meeting of Co-Chairs Japanese special envoy Yasushi Akashi referring to US $4.5 billion pledged at the donor summit held in Tokyo said Co-Chairs could use "considerable leverage" in "appropriate mix of incentives and disincentives to encourage the government to seek imaginative as well as realistic offers of negotiation with LTTE."

What I cannot understand here is on what moral or under what international convention these powers have put a democratically elected government and a brutal terrorist outfit on equal levels when the same countries have declared all out war against international terrorism. Why can’t they open their mouths, condemn the LTTE and help the Sri Lankan government to eradicate them from Lankan soils and help us to bring peace and sanity o this Island nation?

My other problem is if that is not possible then why don’t these International bigwigs ask countries like USA, UK, Russia or Israel also to negotiate with their terrorist groups without mercilessly decimating them and ask for the same kind of negotiated settlement? I pointed out this only to show their naked duplicity and hypocrisy.

Fourthly, the Indian stake in this issue mainly arises from its obligations to the Tamilnadu State that decides its majority in the Parliament. The following news item clearly indicates the pressure brought on the Delhi government by the Tamilnadu communalist politicians.

24 (IANS) President Mahinda Rajapaksa's visit to India from Saturday has generated a lot of heat in Tamil Nadu, with political parties adamantly opposed to any military alliance between New Delhi and Colombo. Vaiko's MDMK and S Ramadoss' PMK, both members of India's ruling coalition, have threatened street protests against the visit to protest against the killing of innocent Tamils in military offensives in the island. Even if one accept that he forces kill innocent Tamils in cross fire, then what about the innocent Sinhalese and Innocent Muslim civilians deliberately and cruelly killed by the Tigers? What about the democratic Tamils killed by the Tigers? Why don’t they protest against them? Are these politicians like Vaiko blind to see the blood flowing from their corpses and dumb to open their foul mouths to speak one word of condolence on behalf of such innocent men, women and children?

The insatiable Indian ambition to assert as the regional political power in South Asia also prompts India to beat its war drums. But at the same time one can notice India also try to be cautious in dealing with the Sri Lankan conflict. Let us look at the following press release by Narayan.

“In answer to another question, Mr. Narayanan said that India's policy on Sri Lanka was quite clear. "We want a solution to the problem in Sri Lanka, which takes into consideration the aspirations of all the people of Sri Lanka within the framework of a united Sri Lanka. I think that is the goal that we all are trying to work for. Now, how you do it, at what stage you do it, and what means we use, I think this is something that will evolve with the situation and we are consulting among ourselves," he said.

This contradicts the Statement made by Menon when he said he came to Sri Lanka "to convey India’s deep concern and anguish on the deteriorating political situation and violence against Lankan Tamil," which of cause appears only to be a mere "his Masters voice" of the views of the Tamilnadu politicians.

A careful analysis of all these statements shows the real predicament the Delhi government is faced wit at the moment, the dilemma the Indian government is confronted with. In this scenario one finds it extremely difficult to comprehend as to who decides the current Indian foreign policy.

Whoever it may be, to me the Indian threat is only a proverbial baravakakula in Sri Lankan politics. Will the Sri Lankan government ever realize this reality? That is the most pertinent question I would like to pose to the government?

Finally many factors such as weak and divided political leadership, fear of Indian military aggression, pressure from international agencies, poor counseling, long legacy of subservience by the successive governments and of cause the traditional goodwill on the part of the Sri Lankans, which the Indians have misunderstood as a weakness, among others have compelled the Sri Lankan government to ask for Indian assistance.

Now by way of further elaboration of the Sri Lankan predicament I would like to add few more arguments as to why Sri Lanka should not expect India to respond favourably to the government’s request for help. Firstly her commitment to Tamil interests is stronger than civilized diplomatic relations when it comes to their domestic political survival. India will intervene only if it feels that any action of the part of LTTE is going to be a threat to her own security and political stability or self assumed regional geopolitical supremacy. I can vouch that she will never give a helping hand to the government of Sri Lanka. Normally she would prefer to perpetuate the dependency mentality of the neighboring countries and keep them suppressed and subordinated.

Also India will definitely intervene if she fears some outside power coming in to the region. For example India would do anything to desist China or America coming in to the region and this is what she did in1987. So within this backdrop one cannot expect India to do better. Also today India do not have Statesmen of Nehru’s caliber, who could rise above petty considerations.

Meanwhile it is also interesting to find out as to why countries like the US towards which India was not well dispose earlier are now showing a better disposition towards India. Firstly they want to keep India flabbergasted because of their interest in the Indian market for their industrial goods and the cheap labor market. They also need to have a political ally to face a possible future threat from China although how far it will work no body knows.

At the same time India may be aware of the limitations India herself is having in this issue. India will never like a terrorist super power taking control over Sri Lanka in the same way that she will not like to see Sri Lanka emerges as economic or political power that could challenge its present position in the region. Also they may be aware of the potentialities of Sri Lanka that could make it a wonder in the Asian region, only if it has strong and committed political leadership like Singapore or Malaysia. Sri Lanka in any case has better potentialities both physical and human compared with others. India may also not like to create another enemy (perhaps the only friend at the moment) on its geopolitical neighborhood.

So in this complicated geopolitical and economic background the best cause of action India could take I think could be as follows.

In the first place India should request Sri Lanka to hand over Prabhakaran and Pottu Amman immediately in terms of the conviction for the murder of Rajiv Gandhi. 1991.

Prevail upon the Tamil Nadu politicians to mind their business and ask them to be disassociated with Sri Lankan Tamils and Tigers for good; close the shores of South India to Sri Lankan terrorists. If they are so seriously concerned, then they may take their LTTE friends to Tamil Nadu.

Prevent Smuggling of arms from Indian shores to Lanka - Tell all Sri Lankan Tamils who seek and beg for Indian help that they are not citizens of India and therefore they should settle their problems with the country to which they belong. (As they correctly did to the TNA, MPP when they camped out in Delhi few months ago).

Hon. Prime Minister, Ministers and Ladies and gentlemen of the Indian government, If you could only comply with these few requests the rest we will look after ourselves, as we have done it for the past 2500 years. Only such a decision will protect the future interests of both India and Sri Lanka.
