Where are the houses that Tiran Alles built in the the east? A total of Rs. 124,837,990/54 gone where?

Colombo, 21 October, (Asian Tribune.com): The issue of construction of houses for the tsunami victims has turned up again with questions being asked about the Rs. 124 million spent on the reconstruction work.

On paper Tiran Alles, the head of the Reconstruction and Development Agency (RADA), a government corporation, had spent millions on building houses in the east (Trincomalee and Batticaloa districts) after both places were devastated by the Tsunami. But the limited construction work does not add up to the Rs. 124,837,990/54 that had been spent on “building houses,” according to investigators.

Oddly enough, G.S. Builders, a consulting firm hired by Tiran Alles, sent a letter stating that no official from RADA had so far not come to this area to evaluate the progress of the housing project.

Another point raised by G.S. Builders is that due to the conflict situation in the east, the situation was not conducive for further building of houses. This firm was insisting that monies due to them for building should be paid immediately.

The original estimate of RADA to construct the special housing project in the north and the east was Rs. 800 million. Two companies – B & K Holdings and Everest Civil Engineering Company -- linked to Tiran Alles were engaged to construct the houses. But within a very short period after spending Rs.124, 837, 990.54 the project came to a standstill. Tiran Alles has personally signed two cheques issued to B & K Holdings (Rs. 11,994, 733.44) and Everest Civil Engineering (Rs.17,590,931.00)One of the two cheques signed by Tiran Alles,  this one is  to Everest Civil Engineering  for Rs.17,590,931.00. A total of nine cheqes were issued by RADA for construction of houses in the East from 10 February 2006 to 16 June 2006. Seven of them were signed by Accountant S.Wickramasuriya and the last two cheques by the Chairman Tiran Alles.

B& K Holding (Pvt.) Ltd received Rs. 45,686,190.44 and Everest Civil Engineering Rs. 79,151,800.00. In total RADA has paid to these two companies by 9 cheques a total of Rs.124,837,990.54.

Investigators tracking the money spent have found that there is no trail of the cheques cashed. Who cashed the cheques and where did the money went is not known.

Tiran Alles, actions in spending an astronomical sum of well over Rs. 124 million is now under investigation.
