[b]Washington, D.C. 03 December (Asiantribune.com): [/b]Sri Lanka’s separatist LTTE supremo Prabhakaran’s ‘Hero’s Day’ declaration last month that there is no clear, coherent, globally acceptable definition of the concept of terrorism goes with the old notion that “One person terrorist is another’s freedom fighter”. The United States’ and other Western Nations’ rejection of this slogan, to which Mr. Prabhakaran is hanging on to justify his movement’s separatist agenda, is clearly manifested in their pronouncements and policy statements in recent years.

This Western departure from the old slogan has influenced the United Nations to take a fresh look at ‘liberation struggles’ and ‘terrorism’ which has reflected in its policy declarations from time to time.

The concept that has emerged in the Western thoughts, which is reflected in recent policy statements and has become part of their official documents on international terrorism, is that it is impossible for any organization to be both a terrorist group and a movement for national liberation at the same time.
